Assists the Assistant Manager, Procurement in the preparation and planning of procedures that relate to their section of the department. 
Schedules and monitors work assigned to Buyers and Procurement Clerk(s). 
Coordinates the administration of Basic Ordering Agreements (BOAâs) including determination of parts, material and supplies to be purchased via BOAâs. 
Conducts pricing efforts to support other functional departments. 
Solicits and analyzes bids; awards subcontracts. 
Makes recommendations to management of suppliers to be placed on the approved vendor list. 
Interfaces with suppliers to resolve warranty issues, over-shipments, pricing discrepancies, etc. 
Compiles and reviews data and reports relative to subcontracts and purchasing for the assigned program. 
Provides information, as required, to the Contracts and Program Management Departments as to the status of subcontracting and pricing, and other data to support pricing and/or proposal efforts for the assigned program. 
Analyzes market and delivery conditions to determine present and future material availability and prepares market report. 
Directs and coordinates activities of personnel engaged in subcontracts and purchasing for the assigned program. 
Ensures compliance with the Federal Acquisition Regulations as they apply to the Procurement Departmentâs activities. 
Interfaces with Government Auditors and representatives. 
Trains departmental staff on proper procedures and practices including ensuring compliance with Federal Acquisition Regulations. 
Arbitrates claims or complaints occurring in performance of the programâs contracts/subcontracts. 
Acts as point of contract between suppliers and interdepartmental employees to coordinate activities of those engaged in formulating bid proposals and/or subcontract performance. 
Suggests changes in contract specifications based on delivery schedule, material availability and priorities. 
Negotiates with subcontractors to draft Procurement Subcontract Agreements. 
Recommends and maintains uniform procedures and standards of operation for the Procurement Department. 
Evaluates the efficiency of operations within the Procurement Department and recommends appropriate changes. 
Assists with recruitment, selection, discipline and training of personnel. 
Maintains appropriate liaison with suppliers, local, state and federal oversight agencies and purchases of services. 
Approves or disapproves sections of subordinate employees and recommends action or corrective procedures. 
Implements in-service training programs to communicate current information and procedures to employees under incumbentâs supervision and evaluates training programs to determine their effectiveness in improving staff performance. 
Provides guidance to subordinate employees and peers when appropriate, collaborating and cooperating with other members of the management team. 
Implements the performance appraisal system for employees under incumbentâs supervision. 
â¢ Interfaces with assigned program sites to solve procurement issues. 
â¢ Greets visitors and clients. 
â¢ Exhibits positive courteous behavior with suppliers, businesses, and coworkers. 
â¢ Assists coworkers and those in other departments to successfully perform job tasks and functions when necessary. 
â¢ Follows all safety procedures and practices as established by the Company and regulatory bodies. 
â¢ Has signature authority up to $100,000. 
â¢ This job does have supervisory responsibilities. 
INCUMBENT PERFORMS OTHER JOB-RELATED TASKS AS ASSIGNED AND REQUIRED; ANY DUTIES/TASKS INCLUDED IN THE EMPLOYEE&apos;S PERFORMANCE EVALUATION ELEMENTS ARE ESSENTIAL TO THAT EMPLOYEE&apos;S POSITION WITHIN THE JOB CLASSIFICATION.

EDUCATION and/or EXPERIENCE: 
Demonstrated substantial advanced knowledge of and high performance in the government-related procurement arena and knowledge of the FAR (Federal Acquisition Regulations) AND 
Bachelorâs Degree (BA or BS) from an accredited four- (4) year college or university in Business Administration or a related field AND four (4) years of experience in work directly-related to Government subcontracting and purchasing, two (2) years of which must have included work in a supervisory capacity OR 
Graduation from a standard four (4) year high school or equivalent (GED) and six (6) years of experience in work directly-related to Government subcontracting and purchasing, two (2) years of which must have included work in a supervisory capacity. 
Technical L-3 experience may be considered to apply as a portion of the required purchasing experience.
