SUMMARY 
Plans, directs, and coordinates activities of designated project to ensure that goals or objectives of project are accomplished within prescribed time frame and funding parameters by performing the following duties personally or through coordinators or supervisors. 
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. 
â¢ Reviews project proposal or plan to determine time frame, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources throughout various phases of project. 
â¢ Communicates contract requirements, specifications and customer expectations to all departments to ensure incorporation into the division plan for the project. 
â¢ Ensures establishment of the project plan including detailed schedules and budgets for each department and phase of the plan. 
â¢ Establishes the budget, obtains sign off from the departments and approval from the division Vice President. 
â¢ Responsible for distribution of the budget to individual departments. 
â¢ Conducts project team meetings as required to accurately determine the project status and plan and initiate corrective action to plan deviations. 
â¢ Reviews status reports prepared by project personnel and modifies schedules or plans as required. 
â¢ Prepares project reports for management, client, or others. 
â¢ Prepares project reports to division and corporate management, highlighting shortfalls to plan adherence, which may need management attention. 
â¢ Responsible for maintaining contract documentation, including all correspondence, change orders, etc. 
â¢ Accountable for contract execution in compliance with all state and federal safety and environmental guidelines. 
â¢ Coordinates and approves all changes to project requirements or plans, receiving customer approval when required. 
â¢ Accountable for daily contact with customerâs representatives to report status, resolve issues and negotiate changes to contract requirements, whether schedule, technical or financial. 
SUPERVISORY RESPONSIBILITIES
Indirectly manages coordinators and supervisors. 
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. 
EDUCATION and/or EXPERIENCE
â¢ Bachelor&apos;s degree (B.S.) in Naval Architecture or another marine related discipline from four-year college or university; and five years shipyard project management experience and/or Navy related experience and/or training; or equivalent combination of education and experience. 
â¢ Proven hands on experience with industrial project budgeting and contract negotiations. 
â¢ Working knowledge of current state and federal safety and environmental regulations and procedures. 
â¢ Excellent supervisory skills, computer literacy and the ability to handle multiple tasking. 
MANAGEMENT/COMMUNICATION/LANGUAGE SKILLS
Management: Works with minimal direction, independently determines methods and procedures on new assignments and may provide guidance to others. Exercises independent judgment within defined practices and policies to determine appropriate actions, methods, techniques, and evaluation criteria for expediting results. Follows an organized method in approach to work but is cognizant of the time needed to provide a service or product. 
Communication: Ability to speak effectively before others in and outside the organization. Ability to effectively communicate and respond to questions from managers, employees, clients, customers-both internal and external, and the general public. 
Language: Ability to read, analyze, and interpret business periodicals, production schedules, budgets, manning requirements, engineering documents, technical procedures, government regulations, common manuals and journals. Ability to write routine reports, business correspondence, and procedure manuals. 
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test and reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis. Ability to apply a high-level budgeting/accounting skills to execute contract ensuring profitability and customer satisfaction. 
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in schematic, blueprint, mathematical, or diagram form and deal with several abstract and concrete variables.
