Provides Hardware Technician support or the Federal Data Center for the Build, Transition, and Steady State phases. Conducts site survey at FDC space in the IBM Boulder Data Center Facility. Assesses and documents current site network configuration and data center hardware requirements. Prepares engineering plans and site installation Technical Design Packages. Develops hardware installation schedules, prepares site installation, configures hardware, network communications devices and peripheral equipment. Provides and coordinates post installation operations and maintenance support. 
Job Duty 1 - Responsible for the Data Center Operation and Maintenance support of the hardware in the Federal Data Center.

This requisition is for the Sustainment Manager for the National Polar Orbiting Operational Environmental Satellite System (NPOESS) Command Control and Communication Segment (C3S) Integrated Product Team (IPT). The Sustainment Team provides system updates, hardware and network maintenance, supports anomaly resolution and mission readiness activities for the delivered C3S system. This is a position on the NPOESS C3S Integrated Product Team (IPT) reporting to the Segment IPT Lead. The NPOESS program is developing the next generation environmental satellite system. Raytheon is developing the Command, Control, and Communications (C3S) segment and the Interface Data Processing/Field Terminal (IDPS/FTS) segments and is providing the Ground Operations and Support (GO S) in addition to Federated Systems Engineering support. This engineer will be a member of the C3S IPT and will oversee cost and schedule performance for the Sustainment aspects for the segment. 
Responsibilities will include: 
In this high visibility position, the C3S Sustainment Manager has responsibility for the sustainment of all C3S hardware, software, databases and communication systems over the life of the NPOESS Program. The Sustainment Manager is also responsible for the successful integration of segment sustainment activities with those of the NPOESS Ground Operations and Support IPT. The C3S Sustainment team provides resources and schedule accommodations for short notice support to Operations and System Test teams. 
The Sustainment Manager will act as the lead and for the Sustainment staff to ensure that they meet schedule or resolve technical or operational problems. This position is responsible for cost account management for C3S sustainment activities including development of technical estimates, staffing estimates, and defining budget and schedule. The Sustainment Manager works with C3S IPT Management and Business Operations staff to perform Cost Account Management (CAM) duties. 
The Sustainment group under the lead of the Sustainment Manager works with the Operations staff to define and make updates as needed to the remote software and configuration management policies and procedures for deployed SW and HW in coordination with the NPOESS Operations Team. The Sustainment Manager is responsible for ensuring that Sustainment Staff follows the defined program processes for all Sustainment support activities.
The Sustainment Manager will determine and is responsible for Sustainment team staffing in accordance with budgets and workloads. The Sustainment Manager must support the needs and objectives of multiple customers and will interface routinely with the prime contractor, Integrated Program Office customers, GO S IPT and the Mission Operations Team (MOT) and end users in the scientific communities as well as other Raytheon Team members. 
The Sustainment Manager will work with the Sustainment team to ensure solid baseline management of the NPP operational baseline and in later phases, parallel management with the NPOESS operational baseline. 
A key responsibility for the Sustainment Manager is to oversee the subcontractors for the communications links, ground station sites, etc. This oversight includes the technical and schedule of activities as well as managing the budgets and reviewing and approving invoices. Several of the subcontractors are international. The Sustainment Manager is also responsible for managing hardware vendors and maintaining warranties and licenses on C3S delivered COTS HW and SW. 
Required Skills: 
- B.S./B.A. in Aerospace Engineering, Systems Engineering, Electrical Engineering, Computer Science, Mechanical Engineering, Physics, Math, plus 10 + years experienced Systems Engineer with recent experience in systems engineering and integration on a large software, hardware or communications development contract or 18 years directly applicable experinece if non-degreed 
- Ability to establish and maintain good working relationship with all levels of organization, including government customers, prime contractors, other engineering organizations, IPT members, other IPTs supporting functional organizations 
- Ability to facilitate cross organizational solutions against diverse objectives 
- Hands on program/project management skills, cost and schedule tracking, risk and opportunity management 
- Cost Account management and demonstrated analytical skills in the area of earned value management. 
- Experience in schedule development, action item management, requirement change management. 
- Experience in preparing and providing estimates, technical documents, and other contract deliverable items. 
- Experience in preparing management level briefings and summary explanations.
- Excellent written and oral communication skills, including presentation skills and negotiation skills 
- Previous experience as a line/functional lead
