Aerotek CE is partnering with a local Portland company in hopes of finding a qualified Information Systems Specialist. This is a contract-to-hire position open for immediate employment.
Position Responsibilities:
-Provides application technical development and maintenance for Control Systems and applications, application interfaces, user interfaces, reporting tools, and standards.
-Reviews requirements, design and code for Control Systems projects.
-Configures field and operating plant control devices using industry standard tools.
-Designs and develops âladder logicâ applications for field and operating plant control devices (PLC, for example).
-Provides SCADA system communication with field and operating plant control devices using industry standard tools.
-Conducts analysis, creates system specifications, develops tests and/or implements engineering, scientific and business applications, operating systems, and/or file/database servers. 
-Utilizes existing or new technology in the automation of processes. 
-Evaluates software packages and provides recommendations to management.
Required Qualifications:
-Bachelorâs degree in Computer Science or equivalent
-5 years experience as an IS applications developer or equivalent experience as a controls system developer.
-Excellent analytical and problem solving skills.
-Excellent oral and written communication skills.
-Demonstrated success in architecting and developing solutions utilizing the NET framework.
-Experience with SDLC.
-Experience designing and implementing: Applications, Databases, Application interfaces and User interfaces.
-Experience in the following programming languages and tools: C#, NET Framework, and MS SQL Server Database. Modbus, DNP3, TCP/IP and serial communications experience is desirable.
-Ability to function in a highly cohesive team environment to complete department goals and to act independently to accomplish responsibilities.

Communications Specialist 1 is generally the entry level classification. 
*Communications Specialist 1âs function as calltakers and trainees at the initial dispatch position. 
*Communications Specialist 2âs are proficient in handling the full scope of calltaking / dispatching functions (fire, police, and other emergency medical incidents). Incumbents in the Communications Specialist 1 classification are required to progress on to dispatch training, and usually advance to the second level within twelve months. 
Generally a new employee will begin in a calltaking position as a Communications Specialist 1. If hired, as a condition of employment, employees will be expected to successfully train and become proficient in calltaking and trained in all dispatch positions as a Communications Specialist 2. 
Hourly Rate: **$17.85 - $25.15
**Eligible for premium pay after three years.
Operates computer terminal equipment and radio / telephone transmitting and receiving equipment. 
Answers 9-1-1 and non-emergency telephone calls for police, fire, ambulance, and other requests. 
Makes decisions as to type of call, correct response, and responsible agency to respond to incident. 
Evaluates information to determine jurisdiction, equipment, and personnel to be dispatched. 
Transmits appropriate information to dispatcher or responsible jurisdiction as required. 
Studies, and maintains, familiarity with major streets, roads, public buildings, industrial plants, and the general geographic location of cities and landmarks in Lane County. 
Dispatches and monitors appropriate emergency public safety units.
Ability to: 
Use complex computer-aided dispatch and multi-line PC-based telephone systems; accurately enter information into computerized systems. 
Speak clearly and distinctly; listen and paraphrase effectively. 
Perform multiple tasks simultaneously while listening, relaying, evaluating, and retaining critical information in fast-paced and routine situations. 
React quickly, efficiently, and calmly in an emergency situation(s); adopt effective course of action. 
Learn, and remember, geographical details of area covered: location of public buildings, industrial plants, patrol and fire district boundaries, and other landmark data. 
Deal tactfully with the public, coworkers, and others. 
Must be able to work weekends, holidays, and all shifts (Day, Swing, and Graveyard). 
Employees will rotate shifts once every six months, more frequently while in training. 
Must be available to work mandatory overtime on regularly scheduled workdays. Currently the shifts are four 10-hour days / week.
Education 
High school diploma or GED is required at time of application. Candidates with degrees in Psychology or Social Sciences are encouraged to apply. 
Experience 
â¢ Must have computer and telephone work experience
â¢ One year of work experience in a fast-paced, multi-tasked public contact environment (ex: waiter, bank teller, receptionist) OR â¢ one year of previous experience in a large public safety communications environment. 
Certification 
The possession of, or the ability to obtain within three months of hire date, CPR, First Aid, EMD (Emergency Medical Dispatch), and LEDS (Law Enforcement Data System) certifications. The possession of, or the ability to obtain within one year of hire date, Basic Telecommunicator Certification. (The City of Eugene provides training for CPR, First Aid, EMD, LEDS, and Basic Telecommunicator Certification. Training for these certifications is provided during the probationary period.) 
Skills 
â¢ It is recommended applicants be able to keyboard at leat 40 wpm (words per minute).
â¢ Fluency in a language in addition to English is desirable. Preference for relevant bilingual ability may be given.

Reporting to the HR Leader, the HR Specialist is responsible for providing world-class HR support to employees of SolarWorld&apos;s USA operations. The primary emphasis of this role will be employee benefits support. The HR function at SWIA is an \&quot;enabling\&quot; organization, designed to help the company achieve exceptional growth in the clean energy sector.
The HR Specialist - Benefits is an employee-facing role. The position will provide a key \&quot;bridge\&quot; function between SolarWorld and our PEO partner, ADP TotalSource. The position requires a high-degree of knowledge in various areas of employee benefits and a solid history of employee support and benefits issue resolution. This position may also be assigned to other duties across the full-spectrum of Human Resources.
Specific deliverables associated with this role include: 
â¢ Support all benefits administration processes from new hire orientation and benefits enrollment to COBRA. 
â¢ Provide benefits training, overviews and employee communications sessions to help employees maximize SolarWorld/ADP TotalSource&apos;s benefits offerings. 
â¢ Interact with third party vendors for all benefits areas (e.g., health, dental, vision, 401k, worker&apos;s comp, STD, LTD, supplemental) to ensure employees have easy access to services and have their questions answered quickly and efficiently. When necessary, resolve benefits claim issues.
â¢ May administer leaves (e.g., FMLA, OFLA) and leave processing in conjunction with ADP TotalSource support. 
â¢ Ensure benefits enrollments are processed in a timely fashion, reconcile benefits accounts and maintain open lines of communication with all our benefits providers across health and wellness and risk management areas.
â¢ Facilitate changes in support processes with ADP TotalSource and enhance support with continuous process improvement projects with our vendors and internally. 
â¢ Support health   wellness training initiatives and activities for employee on-boarding, manager training and other core training initiatives that will be facilitated by HR.
â¢ Act as liaison between employees and our PEO ADP TotalSource.
â¢ Respond to inquiries regarding SolarWorld /ADP TotalSource policies, procedures and programs.
â¢ Maintain personnel records, particularly in the areas of health, leaves and other benefits-related information.
â¢ With the guidance of senior HR staff, advise management in appropriate resolution of employment issues related to benefits and leaves.
â¢ Other HR duties as assigned. 
The ideal candidate for this position brings customer-facing HR experience across an array of HR functions. Preference will be given to candidates with detailed knowledge and significant experience supporting employee benefits. Specific requirements include:
â¢ Associate&apos;s degree required, Bachelor&apos;s degree is preferred in a relevant discipline (i.e., business, communications, human resources, psychology) or equivalent combination of education and experience. 
â¢ 3-5 years minimum experience in HR as a Specialist or Generalist. 
â¢ Must have prior experience in HR Support, Benefits, Health   Wellness functions. The position will be involved in supporting the full spectrum of employee benefits across the full employee lifecycle - from new hire orientation to termination.
â¢ Must possess a working knowledge of the details of health benefits and 401k. The successful candidate should be prepared to demonstrate effective resolution of employee concerns and issues with benefits. 
â¢ Must have prior experience administering Leaves (e.g., unpaid, FMLA, OFLA) including administration of STD and LTD claims with outside carriers.
â¢ Must have experience working with a variety of health insurance and risk management vendors. 
â¢ Preference for prior experience with a web-based benefits management systems and experience with a robust HRIS for managing employment records, status changes, etc. 
â¢ Working knowledge of the HR body of knowledge including benefits basics and related federal and state regulations. Additional preference given for PHR Certification. 
â¢ Proficient in Microsoft Office productivity tools such as Word, Excel and Power Point as well as web-based benefits management tools and HRIS systems. This position will be expected to develop and provide detailed reports for budgeting, auditing and other purposes. The position will also be expected to develop and deliver presentations regarding benefits.
â¢ Must possess excellent written and verbal communications skills. Preference for candidates who have worked in a customer-facing HR position.
â¢ Demonstrated ability to achieve objectives by working in and with cross-functional and multi-cultural teams. 
â¢ Preference for entrepreneurial drive and prior experience supporting a startup or new business division launch.
