MAJOR FUNCTION Performs armed security and traffic control duties at the Tampa Port Authority&apos;s public docks, waterways and peripheral areas. MAJOR DUTIES Note: The following duties are illustrative and not exhaustive. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment of the position. Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below. Performs armed security patrols, on foot or by radio equipped land vehicle to enforce the rules, laws, regulations and ordinances pertaining to the security and integrity of port facilities and peripheral areas. Checks and secures buildings, gates, doors and windows in accordance with security directives and procedures. Investigates and determines responsibility for incidents involving damage, personal injury, vehicle accidents, thefts, trespassing and other violations involving port property and facilities. Prepares reports, logs and other correspondence in accordance with Standard Operating Procedures (SOP) and directives to document circumstances and activities. Detains individuals suspected of committing violations within the Port Authority&apos;s area of responsibility and notifies the appropriate law enforcement agency. Testifies in court to provide an accurate account of investigation findings and incidents. Performs traffic control duties at accident locations and at traffic control points within port boundaries. Renders First Aid or Cardiopulmonary Resuscitation (CPR) as needed. Provides information and assistance to the public concerning port operations. Checks the licensing of vendors, agents, merchants, drivers and other parties calling on a ship to ensure they are properly licensed. Maintains patrol vehicle, assigned weapon and related equipment to ensure operational readiness. Performs other related duties as required. KNOWLEDGE, SKILLS,   ABILITIESWorking knowledge of the laws, regulations and ordinances governing port facilities, foreign and domestic ships, crews, and cargo involved in interstate and foreign commerce. Working knowledge of the laws related to the use of firearms. Working knowledge of law enforcement guidelines and investigative techniques. Skill in the use and care of firearms and related equipment. Ability to follow oral and written instruction. Ability to enforce rules, regulations and ordinances tactfully, firmly and impartially. Ability to work under stressful conditions. Ability to disseminate emergency information. Ability to communicate effectively both orally and in writing. Ability to safely operate a motor vehicle. Ability and willingness to work outside in a subtropical climate, adverse weather and hazardous conditions. Ability to lift up to 50 pounds. Ability to use a computer and related software. MINIMUM QUALIFICATIONSNote: Minimum Qualifications MUST be attained before the recruitment ending date.
Graduation from high school or possession of a GED Certificate; and
One year of experience as a security guard, security officer, law enforcement officer or detention officer; and
Possession of a valid State of Florida Class D (Security Officer) License and Class G (Statewide Firearm License); and

MAJOR FUNCTION Performs supervisory duties in any of a large variety of departments and functions, with responsibility for planning, coordinating, and supervising assigned functions and activities to help achieve department/section objectives. Supervises and monitor compliance of port tariff, and the collection and preparation of supporting documentation of vessel operations, calculation of charges and input of data for invoicing of cargo transferred over land (rail   commerical truck). Ensure cargo is handled, store, and transferred in a safe and expeditious manner according to the provision of the Port Operations Manual and certifies compliance with applicable Federal Regulations. Inspect properties and facilities for damages, coordinates repair and maintenance with appropriate department and/or contractors and determines the user responsible for damage and amount of reimbursement and/or settlement. Coordinate cargo activities with terminal operators, stevedores, shippers, ship agents and local, state and federal authorities as required. Supervise the day to day responsibilities of subordinate functions relating to inspections, record keeping and collection of monies. Complete special projects and perform additional duties as required. Resolve customer and tenant concerns pertaining to Port of tampa facilities and to encourage and maintain a positive business relationship. Performs other related duties as required. KNOWLEDGE, SKILLS,   ABILITIESKnowledge of maritime shipping practicies, cargo handling and record keeping. Knowledge of TPA policies and procedures relating to Operation requirements. Knowledge of computer applications, including use of spreadsheets. Knowledge of port cargo and marine operations terminology. Ability to supervise different levels of staff. Ability to analyze and resolve complex problems with minimal supervision. Ability to communicate effectively both verbally and in writing. Ability to work non standard work hours (24/7 operation). Ability to use and monitor electronic surveillance equipment. Skill in review and auditing of financial invoicing. Working knowledge of the functions, activities, requirements and objectives of the specific program/functional area to which assigned. Skill in the application of supervisory techniques. Ability to establish and maintain effective working relations with others within and outside own organization. Ability to communicate effectively orally and in writing. Records daily information on passengers, trips, mileage, pick-up and drop off times using a mobile data terminal or paper manifest. Attends training and testing programs or seminars as required. Cleans and performs minor preventive maintenance to vehicles. Provides first aid and cardiopulmonary resuscitation (CPR) to customers during emergencies as necessary. Responds to Emergency Operations Center requests to evacuate special needs citizens in the event of an emergency. Performs some dispatcher, scheduler and administrative duties as required. KNOWLEDGE, SKILLS,   ABILITIES Ability to work flexible hours that may vary based on operational needs which may include evenings, weekends, nights, and holidays. Graduation from high school or possession of a GED Certificate; andOne year of work experience operating a passenger vehicle for hire or nonprofit organization transporting passengers; and Possession of a valid Driver license. APPOINTING AUTHORITY REQUIRES Passing a Florida Department of Transportation (FDOT) prescribed physical examination, a satisfactory driving record, and passing a background review prior to employment. Passing all required driver training and possession of a valid CPR and First-Aid Certification; and conformance to Departmental standards within the probationary period.
