Job Responsibilities:
Harris Information Technology Services (HITS) is seeking a seasoned professional with demonstrated success in organizing and leading capture teams and managing all tasks and activities necessary to win new business. The Senior Capture Manager must be an effective communicator and strategist, who can bring knowledge and experience in responding to the needs/objectives of new or current HITS customers from prior positions in management and/or business development. The Senior Capture Manager needs to be a motivated self-starter with the ability to gain internal commitments and support. Must be a true team player capable of selling strategy both within the company as well as outside the firm. Primary responsibility for focusing corporate resources and maintaining progress in the pursuit of, typically, one to three specific new business targets, working collaboratively with line management, business development, program management, technical, contracts, proposal, and pricing personnel. When possible, assignments will be made in the early business development opportunity qualification phase to ensure maximum competitive potential. Senior Capture Manager responsibilities will continue throughout the proposal submission, post submission orals and offer finalization, and post award debriefing and lessons learned.

Responsible for developing pursuit and capture strategies and long-range business plans or campaigns. 
Conduct business case analyses to quantify problem and solution values. 
Provide expertise and support to qualify opportunities and potential solution sets. 
Present HITSâ technical capabilities and solutions during marketing events and customer meetings. 
Develop and document detailed understanding of our clientâs requirements, hot buttons, and issues. 
Develop and present milestone reviews to senior HITS leadership. 
Develop overall win strategies. 
Plan, manage, and execute targeted call plans. 
Collect and disseminate intelligence. 
Develop and manage Capture Plans. 
Support price-to-win and competitive analyses. 
Oversee development of our (customerâs preferred) technical and management solutions. 
Job Requirements
Qualifications:
Successful candidates must have a Bachelors degree and 16 years relevant professional experience (16 years with a Masters degree) or equivalent education and experience.

Experience:
Demonstrated success in winning new contracts, as a prime, in excess of $50M. 
Experience in winning new contracts in excess of $100M is highly desirable. 
Working knowledge of the Federal Government with emphasis on the DoD and well versed in Federal procurement policies and practices, techniques for marketing and selling in the Federal space, capture planning, and proposal development in response to Government RFPs. 
Excellent written and oral communication skills are essential. 
Position requires a current Top Secret security clearance.

Lead the converged communications support team supporting the enterprise to evolve and support Harris&apos; worldwide data and voice network. 
Lead the planning of incremental improvements, implementation, and maintenance of the enterprise voice network. Primarily focusing on support of converged technologies and applications with an emphasis on VoIP, Enterprise IPCC, and MeetingPlace Audio, Web, and video conferencing system.Â 
Support Unity Voice Messaging Systems and transmission hardware which interfaces with LEC/IXC hardware as well as intra campus transmission circuits and termination hardware. Provide Project Management for site upgrades, local and remote system installations and new Program start-ups. 
Experience interfacing with LEC/IXC account reps and technical liaisons. 
Develop strategic telephony and collaboration plans that optimize business collaboration across the Harris enterprise and with suppliers and customers. Design and oversee implementation of enterprise data networks (WAN, MAN, LAN, WLAN, Internet). 
Resolve critical data network problems. Monitor and analyze applicationsâ data and voice network traffic to characterize performance and predict impacts due to network changes. 
Provide communications technology consulting expertise to Harris Product Development Engineers and Program Pursuits. 
Mentor junior/associate network engineers. 
Job Requirements
Qualifications:
BS engineering or equivalent required.Â 15+ years experience in the Telecommunications and Data network field with experience working with PBXâs, Voice Messaging Systems and Transmission Systems, voice gateways, data/voice routers, and switches. Experience implementing VoIP technologies is required. 
This position requires the ability to obtain a US government security clearance. 
CCNP required 
Strong communications skills with the ability to do presentations in front of executive management.

Extensive knowledge of data protocols including TCP/IP, Frame Relay, 802.X, VRRP, HSRP and layer 3 IP routing protocols such as OSPF, BGP and RIP required. Extensive knowledge of layer 2 bridging protocols such as MPLS, STP and RSTP also required. Familiarity with QoS protocols such as Diffserv, RTP, SIP and RSVP. Familiarity with authentication protocols such as PEAP, WPA, TACACS+, RADIUS and IKE. Familiarity with encryption protocols such as IPSEC and SSL. Understanding of network equipment manufacturersâ implementations of the above protocols. 
MS in management field preferred 
Must be proficient in managing a world wide telecommunications network which consist of PBXâs, Voice Messaging Systems, DDM1000/2000 and D4 muxâs, DACS, ISDN PRI/BRI circuits, fiber and copper MDF/IDF wiring architectures and all associated test equipment required to maintain voice networks. 
Working knowledge of open industry standards such as H.323, 802.1p/q, MGCP, TAPI and JTAPI preferred. 
Knowledge of emergency 911 and E911 system interfaces. Proficient communication skills in dealing with customers, employees, management and vendors. Must be proficient in leading people, executing programs and projects, and getting solid results while building the knowledge and expertise of the telecommunications team.
